The Ministry of Special Duties and Intergovernmental Affairs says the new modern Performance Assessment System (PMS) has come to stay as Annual Performance Evaluation Report (APER) form is out of the system.
Dr Mariam Keshinro, Permanent Secretary in the ministry, said this while launching the PMS for members of staff of the ministry in Abuja.
It’s recalls that the PMS was introduced in 2023 to phase out the APER in assessment for any promotion examination to be conducted by MDAs.
While launching the scheme, Keshinro said that one objective of setting up PMS were to strengthen and reposition the civil servants to be more responsible.
The presentation she explained would provide information on the general overview and underlying principles guiding Performance Management System for implementation in the Federal Public Service of Nigeria
She said it would also help them to be more accountable in the discharge of their duties as encapsulated in Federal Civil Service Strategy and Implementation Plan (FCSSIP-25).
“The objective of the event among others is to showcase and create public awareness on the second Pillar of the Reform Agenda reeled out by office of the Head of Civil Service of the Federation.
“The Performance Management System has come to stay in the public service, not as a mere tool, but as a transformative approach.
“It seeks to align individual performance with the broader mandate of our Ministry.
“It is designed to foster a culture of continuous improvement, transparency and accountability, all of which are critical to the success of our public service ”.
According to her, the modern PMS provides a systematic process of planning work, setting targets, providing on-going support to employees and measuring expectations.
Added that it also provides the framework for continuous tracking of employees’ performance, for developing and improving their capacities to perform on their jobs and for motivating them for increased productivity.
The Perm. Sec. used the forum to encourage the PMS Core Team and Champions of the ministry to play key roles to the success of the reform agenda across departments and units in the ministry.
“It is pertinent to let you know that the uniform that we are putting on is not just for today, but it is meant to be worn compulsorily on Thursdays every week”.
Earlier, Dr Cyprian Kpakol, Director Policy Implementation and Monitoring of Government Decisions in the ministry, urged the Core Team handling PMS to ensure the achievement of the objectives of the initiative.
“My dear participants, I am sure you can believe with me that a task of this magnitude can not be achieved by a single individual or two.
“When the issue of PMS came to the ministry, we set up several committees that can handle it.
“We have the Projects Management Team (PMT), PMS Core Team and Departmental Champions comprising of Staff drawn from various Departments and Units.
“The committee has worked assiduously to ensure the success we are celebrating today”.
He assured the Head of Service of the ministry’s commitment to deliver the task by the Federal Government to strengthen the objectives of the PMS.
